Dr. Winslow Sargeant

Winslow Sargeant is the Senior Advisor for Globalization and Head of Capital Markets for Genaesis. In this role, he syndicates opportunities with unaffiliated third-party capital partners – both domestically and internationally – facilitating optimized valuations and deal structures. He is the 2021 Chair of the Board of the International Council for Small Business (ICSB). From 2017-2020, Dr. Sargeant served as the President-Elect and Senior Vice President for Development and ICSB Vice President for Partnerships, respectively. During his tenure, he has work to educate government and non-profit organization leaders on what is required to build sustainable ecosystems for small businesses. With ICSB, he worked with select group to nations for the establishment of the Micro-, Small and Medium-Sized (MSMEs) ratified by the United Nations General Assembly on April 6, 2017. Dr. Sargeant help organized the annual Micro-, Small and Medium-sized Enterprises (MSMEs) forum at the United Nations, held since 2017. From 2010 to 2015, he was the Chief Counsel for Advocacy with the United States (US) Small Business Administration (SBA)Office of Advocacy. Appointed by the President of the United States (POTUS) and later confirmed by the US Senate, the Chief Counsel for Advocacy directs the office. The Chief Counsel advances the views, concerns, and interests of small business before Congress, the White House, federal agencies, federal courts, and state policy makers. Economic research, policy analyses, and small business outreach help identify issues of concern. Regional Advocates and an office in Washington, DC, support the Chief Counsel's efforts. From 2006 to 2009, he was the managing director at Venture Investors, LLC (VI), and early stage venture capital firm, headquartered in Madison, Wisconsin and $200M under management, VI invested in innovative research from leading universities in the upper Midwest. From 2001 to 2005, he was the program manager for the Small Business Innovations Research (SBIR) program Electronics topic in Industrial Innovation, a new office in the National Science Foundation’s (NSF) Engineering Directorate. The SBIR program invests more than $100M per year in seed and early stage technology companies. Dr. Sargeant is a Kauffman Fellow (Class 11), a visiting scholar with George Washington University, and is on the Presidential Leadership group at Stevens Institute of Technology. He has served as a Director of the University of Wisconsin Foundation (2001-2010), Trustee for the Wisconsin Alumni Research Foundation (WARF) (2015-Present), and Trustee for the IEEE History Center. He is chairman of DermRx, an online pharmacy specializing in dermatology conditions, chairman of CircleIn, an educational study preparation company for college students, and lead investor for Hylux, LLC, a sports energy drink company focused on providing nutritional drinks to athletes. Dr. Sargeant also is an active investor in small companies providing information technology services He has received the inaugural 2002 Wisconsin Distinguished Young Alumni Award and was the 2003 Outstanding Engineering Alumni Awardee from Northeastern University. Dr. Sargeant received the 2014 IEEE George McClure Citation of Honor. Dr. Sargeant actively works in the area of supporting entrepreneurship and small business policies. He was the ICSB 2016 Moderator for the inaugural United Nations small 2 business government ministers’ panel. He was moderated small business panels in Buenos Aires, Stockholm, Sweden, Luxor, Egypt, Helsinki, Finland, Taipei, Taiwan, Paris, France, and Seoul, South Korea. He received the BS (Northeastern, Boston, MA), MS (Iowa State 1988), and Ph.D. (Wisconsin 1995), all in Electrical Engineering
