ABOUT JICSB
The Journal of the International Council for Small Business (JICSB) explores the many dimensions of micro, small, and medium sized enterprises (MSMEs) policy, economic development policy supporting MSMEs, and MSME performance. The journal is part of the International Council of Small Business (ICSB), a potent source of expertise and knowledge. The purpose of the Journal of the International Council for Small Business (JICSB) is to advance research and knowledge of policies and economic development as they relate to improving the performance and sustainability of micro, small, and medium sized enterprises (MSMEs). To achieve this, JICSB will emphasize the relevance of the authors’ contributions to MSME practice. This unique focus creates the challenge of attracting and managing submissions of rigorous academic scholarly activity that intersect with the application of the knowledge created to operational practices of MSMEs.
JICSB will have a strong focus on orientation to research, business and industry. It will have a foot in both science and practice and can serve as a platform intermediary. This creates a number of unique strengths and opportunities in research that offer significant value to MSMEs. Articles will emphasize the relevance of the research to the actual success of MSMEs by answering the “so what” question. In addition, the Journal will link this to the Sustainable Development Goals (SDGs), to effectively map them when we are talking about MSMEs.
JICSB looks to be the practical resource for policy makers, making available the information they need for real policy decisions.

CALL FOR PAPERS
JICSB invites experts to develop and test empirically new Entrepreneurship and MSMEs theory; significantly challenge or clarify existing theory; synthesize recent advances and ideas into fresh, if not entirely new theory, application of theory; initiate a search for the new theory by identifying and delineating a novel theoretical or practical problem; or apply theory to advance performance and sustainability of MSMEs. JICSB will be focused both on the betterment of humanity and the achievement of the United Nations Sustainable Development Goals.
The contributions of JICSB articles often are grounded in “normal social science disciplines of economics, psychology, sociology, or social psychology as well as nontraditional perspectives, such as the humanities. JICSB will accept qualitative and quantitative research that does not exceed 10 pages in length or approved by the editor. JICSB will utilize social media and innovative platforms to share knowledge. Authors are required to present no longer than 2-minute video summaries of each submission to be cataloged on the ICSB website.
Scope of JICSB:
Manuscripts considered for JICSB should address theory, policy formulation and implementation, MSME practice, education and training, and research issues in a rigorous way using qualitative or quantitative techniques, or a combination of these techniques.
JICSB editors will expect that authors include a section in their article that answers the questions:
- “So Why?” – Which are the positive impacts of applying a new theory or model to solve practical MSME problems
- “So what?” – What are the implications of the research or analysis on policy implementation and/or MSME performance?
- “So how?” – How we can extend the results to different contexts.

ABOUT THE MANAGING EDITOR
Jeffrey R. Alves, PhD, MBA, MFA, MA, BS
Dr. Jeffrey R. Alves served as dean of the Jay S. Sidhu School of Business and Leadership at Wilkes University from 2011 – 2016. Prior to joining Wilkes University, he was President of Vergason Technology, Inc., a small, rapidly growing technology-based company named to the “Fast-Track 500” as one of the 500 fastest growing private companies in the United States.
Dr. Alves earned his B.S. from the U.S. Air Force Academy, M.B.A. from Southern Illinois University and Ph.D. from the University of Massachusetts. He is the author of numerous books and professional articles related to small business failure, entrepreneurship, small business management, and management and entrepreneurship pedagogy. In addition, he is a past president and board member of both the International Council for Small Business (ICSB) and the US Association of Small Business and Entrepreneurship (USASBE) and continues to serve ICSB as a member of the Board of Directors. He earned the ICSB Visionary Leadership Award in 2015 and was awarded the Wilford L. White Fellow and the ICSB Global Leader Award in 2019.
